Missouri cities of the third class, Crystal City being such, have the authority under
RSMo 71.780 and 77.590 et. seq., as amended, to regulate, suppress and prevent nuisance(s)
and to declare what shall constitute a nuisance and to abate and remove the same.
The city council finds and determines that graffiti is a nuisance and that it is appropriate
that the city provide for the removal of such graffiti from both public and private
property under the procedures set forth in this article.
