It shall be unlawful for any person, entity or business (whether nonprofit or profit)
to drill, operate, or otherwise maintain a private water system, ground source system
or water supply servicing the same on public or private property within the City of
Crystal City, Missouri, or in any area under the jurisdiction of the City of Crystal
City, Missouri.
