§ 3-51. Licensee to keep orderly place.

Any person licensed under this article must at all times keep and conduct an orderly place or house, and whenever it shall be shown to the city council that a dealer licensed pursuant to this article has not at all times kept an orderly place or house, the council shall suspend for a period of not less than ten (10) days or revoke the license of said dealer, but the dealer must have ten (10) days' notice prior to the order of suspension or revocation being issued, with full right to have counsel, to produce witnesses in his behalf in such hearing and to be advised in writing the grounds upon which his license is sought to be suspended or revoked.
